Material Uploader Not Appearing on Form

We received report of a material uploader not appearing as expected on a form. The user who reported the issue said they were able to cause the uploader to appear if they moved if above a section break, but they didn't see why this would impact the uploader, since the section break had no filters on it and was inactive

However, unlike other inactive form elements, inactive section breaks cause all elements after them to be inactive either to the end of the form or until another section break exists. This is very important to note, as you'll need to edit the section break to determine if it is active or not. 

The first arrow above is pointing toward an inactive section break. The second points toward an active section break. The lack of visual difference can make troubleshooting difficult.
